Dennis grew up on a farm in central Kansas. He attended Asbury College in Wilmore, Kentucky, where he earned a B.A. in Psychology. During college he completed his Private pilot's license. He continued his education at Asbury Theological Seminary where he received a Masters of Divinity in 1974. During seminary Dennis married Janette Garten, from Abilene, Kansas.
Dennis was ordained in the Kansas West Conference of the United Methodist Church and pastored two churches in Marquette and Windom. During this time Janette and Dennis felt called to overseas missions and started preparing for mission aviation service. The Fultons moved to Wellington, Kansas where Dennis served as the associate pastor of the Wellington First United Methodist Church while completing his airframe and power plant license, and obtained his Commercial, Instructors, Instrument, and Multi-engine flight ratings. In 1979 the United Methodist Mission Board assigned the Fultons to serve in Zaire, Africa as a pilot/mechanic family in the Central Zaire Conference. Dennis and Janette and their three boys (Philip, John, and David) served in Zaire for seven years. Besides heading up the flight program in Central Zaire, Dennis worked at installing some of the first micro-computers in the region. He helped install desktop publishing programs for the local print shop and wrote numerous computer programs. He also served as the Central Zaire Field Treasurer.
Due to political problems within the Zairian Church, the Fultons returned home in 1987. Dennis taught in the Computer Science Department of Kansas Wesleyan University for three semesters before joining Mission Aviation Fellowship of Redlands, California as a pilot/mechanic/computer specialist in 1989. Their first MAF assignment was to Haiti serving as a Cessna 402 pilot and mechanic. Dennis became Program Manager the following year. Along with aviation services he helped install a HF radio network and e-mail communications for the Haiti program. After furlough they were asked to relocate to Redlands, California to start the Information Technology Division at MAF's headquarters.
During the next five years the I.T. Division saw tremendous growth in services and products both internally for MAF and for external mission clients. MAF became a leader in the application of these new technologies for communications in the telephone challenged world. The Division grew from two to over 20 staff as the I.T. services expanded to meet the demands of mission and church workers around the world. At one time there were over 8,000 mission and church personnel connected on the private MAF e-mail system, in the days before Intranet connectivity.
In March of 1999 Dennis was appointed as the Regional Director of Eurasia. The Fultons moved to Geneva, Switzerland where they worked at establishing MAF's humanitarian organization in Switzerland. Dennis led the Eurasia region with programs in Russia, Albania, Kazakhstan, Afghanistan and Pakistan. These programs were on the cutting edge of a wide variety of services: logistics, distance education, secure communications networks, HF radio networks, and an aviation program.
The Fulton's returned to Redlands, California in September of 2000 where Dennis was selected to serve as MAF's Chief Operating Officer, Vice President of Operations. As COO, Dennis was responsible to oversee MAF's services in over 20 countries as well as the Aviation Resource, Information Technology, and the Learning Technology divisions at the headquarters. In 2005 Dennis has accepted the position as Vice President of Relocation, and headed up the team charged with the move of MAF's headquarters from Redlands, California to Nampa, Idaho.
In 2007 Dennis and Janette moved to Colorado Springs and where he joined the staff of Development Associates International. DAI is a non-profit organization that is focused on leadership development of majority world Christian leaders. He was the Senior Associate for Distance Education. He oversaw DAI computer network, e-mail, and web based applications. He also taught in the DAI Masters Program in different venues overseas.
April 2011 Dennis accepted an appointment to the Hanston/Jetmore United Methodist Churches in the Kansas West Conference of the United Methodist Church.
The Fulton's three sons: Philip runs a business in Redlands, CA with his wife Sandrene and one son; John, a software support technician for Microsoft in Boise, Idaho, married to Kristen with two sons; and David is married to Whitney and is a Major in the US Army, they have two son.
